The thesis examines the role of the TIR Carnet system in increasing the transit potential of Uzbekistan. It describes the principles of the 1975 TIR Convention, the national legal framework for its application and the liability procedure for violations. The transport infrastructure, logistics centres in Navoi, Angren and “HIY WAY Logistics”, new TIR routes and the introduction of eTIR are analysed using systemic, comparative and statistical methods. The results show that transit cargo reached 15.3 million tonnes in 2025, while the launch of the national eTIR application and the construction of the China–Kyrgyzstan–Uzbekistan railway are moving the sector to a digital and multimodal stage. Problems related to the quality of logistics infrastructure, guarantee amounts, railway gauge differences and digitalization in partner countries are identified. Practical proposals are developed on full implementation of eTIR, modernization of logistics centres and development of multimodal transport. The results can be used to improve state policy in transport and logistics.
