INTERNATIONAL NORMS GOVERNING THE PROTECTION OF HUMAN RIGHTS ON THE INTERNET

The article provides a comprehensive analysis of international law norms governing the protection of human rights on the Internet. It reveals the concept of legal norms and international law norms, analyses scientific approaches of leading legal scholars to their definition and essence. Particular attention is paid to the characteristics of key universal and regional international instruments, including the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights, resolutions of the UN Human Rights Council, and the European Convention for the Protection of Human Rights and Fundamental Freedoms. It is shown that international human rights standards in the offline environment fully apply to the online space, including the right to freedom of expression, access to information, and protection of the right to privacy. The conclusion is drawn that existing international legal regulation is fragmented and that there are gaps due to the dynamic development of information and communication technologies.
